Japan's regulator punishes non-life insurers

TOKYO, March 14 (Reuters) - Japan's financial regulator on Wednesday punished 10 non-life insurance firms and slapped several with orders to temporarily halt some operations, after they failed to pay medical insurance claims worth nearly $9.5 million.

Two units of U.S. insurance firm American International Group Inc. (AIG.N: Quote, Profile, Research) were among those reprimanded.

Japanese insurers Tokio Marine & Nichido Fire Insurance Co. Ltd., a unit of Millea Holdings Inc. (8766.T: Quote, Profile, Research), and Nipponkoa Insurance Co. Ltd. (8754.T: Quote, Profile, Research) are prohibited from signing up new customers for certain products during the three months to July 1, the Financial Services Agency said in a statement.

They are also prevented from applying for the approval of some new products during the three months to June 14, the FSA said.

Future health-care coverage for more than 60,000 Mississippi children hinges on a bill now in the hands of a committee in Congress where House and Senate members are to work out differences.

But even if the bill eventually passes, funding for the Childrens Health Insurance Program in more than a dozen states is still in jeopardy.

The programs funding is wrapped up in controversial House Bill 1591, which would fund military operations in Iraq and Afghanistan through fiscal 2007 but put a deadline for U.S. withdrawal from Iraq. President Bush has said he will veto any bill that puts a timeline on withdrawing U.S. troops.

Under the proposed legislation, $745 million in emergency funding would be shared among 14 states that are facing shortfalls in the Childrens Health Insurance Program, which covers children whose parents cannot afford coverage and are not covered by their employers.
